Charlbury Exhibition Foundation
The Charlbury Exhibition Foundation (CEF) is a local charity to promote the education of young residents of Charlbury. We trace our origins back to bequests made by 2 local people in the seventeenth century. Most of our income comes from renting out our property, the Old Grammar School.
The Old Grammar School was built in 1837 and is a Grade II listed building. Since 1975 we have rented the building to another local charity, the Charlbury Pre-School. The objectives of CEF and Pre-School are complementary, the promotion of education for young people living in Charlbury, and this relationship allows the building to be used for the purpose originally intended by the donor.
Traditionally, the rent CEF receives from the Pre-School has been used to fund grants given each autumn to local young people who are in further education at college or higher education at university or who are on apprenticeships.
CEF now urgently needs to improve the energy efficiency of the building, which has been little altered since it was built. The immediate priorities are to insulate the loft to modern standards and to install secondary glazing on the windows. These measures will be an active response to the climate-change challenge and will also be of lasting benefit to the Pre-School in improving the conditions in which the children are taught and in reducing the environmental impact and energy costs.
We have provisionally estimated the initial budget for these measures to be in the region of £20,000.
Following a review of our financial position, and bearing in mind our overall responsibilities, we will need to look for outside funding to assist in this work.
In the circumstances, CEF has decided with great regret that it will not be able to make grants to students and apprentices this year. We will review the position again carefully next year.

Mill Field Meadow Restoration
A small part of the furthest field has been worked on this week to restore the floodplain meadow flowers that would have been there historically. A small number of volunteers from the Land and Nature Group of the Town Council have been busy scything and thoroughly scarifying the area to remove the thick thatch that has built up from the frequent grass cuts. Hopefully, we've managed to expose enough bare soil for any flower seeds to be able to germinate. Yesterday a big bale of hay was delivered from Fir Farm at Lower Swell and we've spread it over the area for the seeds to drop out onto the soil. This is an experimental start to restore the natural wild flowers in the Mill Field as part of the Town Council's Nature Recovery Programme. If you want to know more, then look out for the Mill Field photo montage at the Farmers Market and Street Fair. Photos taken in June show the flowers in the meadows at Fir Farm which is the donor site for our restoration.

Update on Grassfire at Charlbury's BBOWT Blenheim Farm Reserve
A large area of meadow grass and flowers has been burnt at the top end of the reserve by the log benches. This happened about 2.30pm last Sunday afternoon and we have to thank local residents who saw the smoke from their kitchen window and reacted quickly by calling the Fire Service. We are very grateful to the local fire crew who responded quickly and by using water back packs were able to put it out. Blenheim Farm Reserve is alongside Centenary Woodland so the consequences could have been far, far worse. If anyone knows how it might have started then please contact me through this website or phone 01608 811057. This shows what can happen so easily in the current drought conditions - there is a severe risk of wildfires from BBQs, cigarettes, discarded bottles, and bonfires. Advice from British Red Cross about wildfires.

No trains this Saturday (13 August)
Just received:
We promised to keep you updated ahead of this Saturday’s (13th August) strike by the ASLEF trade union (train drivers) when there will be no service on the majority of the GWR network.
We will run a very limited service on the routes listed on our dedicated strike webpage here: www.gwr.com/strike. These services will be very busy and will start later and finish much earlier than normal. Disruption will continue into Sunday 14th August, and our advice to customers is to check before travel and only travel if absolutely necessary. There will be no service on the North Cotswolds line from Oxford-Worcester/Hereford on both Saturday 13th and Sunday 14th.
Journey planners are being updated and where we can we are contacting customers directly to make them aware of the changes. Any help you can give to share this message amongst your networks will be gratefully received, we want to ensure that anyone who is thinking of travelling by train this weekend is aware of the severe disruption. We will be in touch again next week with detail on the RMT and TSSA action planned for Thursday 18th and Saturday 20th August. One of the three separate negotiations between the TSSA and Network Rail was approved by members last week, and we continue to work to resolve all outstanding disputes.
You may also have seen that hot weather is forecast for later this week, with the potential to disrupt rail services through temporary speed restrictions and short-notice cancellations. Our teams will be watching this carefully, and customers should check before they travel through National Rail Enquiries or on www.gwr.com.
As ever, if there is anything we can do to assist please do get in touch.
