Charlie, As the consultation is going on so that WODC can strengthen its case to the Inspector of the West Oxfordshire 2031 Plan -- a procedure so well explained by Rod Evans -- Lagan would not be able to move the reply framework forward.

The hearing about Charlbury matters is mostly on 19 July, and the various online documents make it clear that Lagan will be meeting with WODC Officers before that date to prepare a statement of agreement to be put forward jointly by WODC and Lagan to the Inspector on that date.

See the various documents here: www.westoxon.gov.uk/media/1623034/Further-statements-July-2017.pdf.

This includes a statement by WODC (WOLP-60-Matter 15) which states (rather alarmingly!) that The site promoters have suggested that a higher number of homes can be delivered over the next five years - up to 60 dwellings. Also, A large number of representations were received ... These expressed concern, amongst other matters, about the principle of a land allocation in the AONB, highway access and the potential impact on local services (including schools). These matters are being addressed through Statements of Common Ground with relevant parties and will be made available in advance of the Stage 3 Hearing Sessions in July.

Lagan's own statement is here: www.westoxon.gov.uk/media/1622122/MM110-Lagan-Homes-W-Waddy-01.pdf

It's all very last-minute, as was also the inclusion of this land for housing in the revised version of the 2031 plan. And actually I don't think WODC has met the requirements for adequate consultation that was required for the modifications to the plan to be legally valid .... But it's the Inspector who will decide whether that is the case.

NB anybody going to the hearing on the 19th -- and I am not -- should look at this site for the new documents which relate to the various possible development sites round Charlbury, including Grammar School Hill.
