Dont think three years is to complete the building, from planning portal.co.uk:

By law, any planning permission granted expires after a certain period. Generally, unless your permission says otherwise, you have three years from the date it's granted to begin the development. If you haven't started work by then, you will probably need to reapply.

Planning only lasts 3 years, so maybe it wasn’t viable?


It also had planning approved in 2017, which will also have lapsed.

Out for a walk today and was curious to see that the barn and farm buildings at Walcot are still derelict despite having apparently been sold with planning permission to build a house 7 years ago. Does anyone know who bought it and why it's still lying untouched? Here's the link from 2015 https://media.onthemarket.com/properties/1744723/doc_1_0.pdf
