There's been a bit of “over-reporting” on this. It's only an aim/proposal at present, and (as I understand it) the actual suggestion is that the district councils make it a condition of granting pavement licences for cafe/pub tables. Anything more than that would presumably require central Government to act.

Pubs will be included and bus stops have technically been non smoking areas since the original smoking ban in 2005. I think pubs and restaurants will be up in arms about this proposed plan as they’ve taken a hit since 2005 and even more so since Covid

How will all this be policed anyway? Not to mention the loss in tax revenue from tobacco sales!
