Not at all - if it was the same person, maybe she genuinely wanted to make a call to be picked up.

This is Andrew, writing from Lucy's account...  A girl outside the Coop just asked me to lend me her phone, as she had to "ask someone pick her up".  I asked her for the number  but she gave one that did not sound like a usual UK number.  I made excuses at this point and moved on ...  I think it's probably a scam.  I've googled it and criminals can access your online banking or other details from certain numbers.  Our world is full of these scams... it saddens me that I felt too wary to help out what could've been a stranger in need.
