Still bad this afternoon - took a chance... Some men cutting back vegetation - reported it to the number at OCC 0345 310 1111 - not particularly helpful; especially if reported this morning!

I've just driven out of Charlbury towards Witney (around 8am) and the traffic lights near Fawler Mill seemed to have been turned off. However in the other direction traffic was stopped at a red light and seemed to be backing up suggesting it had been red for a while. I've reported it.
