Black cat on the Slade

Owner now located. Third cat killed outside our house in about a year... Including one of ours, and drivers don't even stop. What can we do about speeding on the Slade? Seems to be getting worse. I know cats have no road sense, but. . .

Sadly, a friend just found a large black cat with a black collar dead on the Slade near the dip. He's in our cat box and I will take him to the vet in the morning to see if he's microchipped if no one claims him.
