Interesting to note that an important element of the proposed Local Plan is the opportunity for self-build of the type proposed at Rushy Bank. So enthusiastic is WODC - at the behest of national government - is that they have opened a waiting list of those who would like to benefit from self-build.

As you say this is an extensive document but I don't think it would accomplish much for Charlbury Town Council to organise a meeting at this time.
The document is prepared and published by planning at West Oxfordshire District Council and the Town Council could not answer many questions the public might have.
They will probably make comments on the Draft Plan but for questions you would do best to contact West Oxfordshire. All details of how to do this with contacts is given on the following site www.westoxon.gov.uk/ldf
