Reporting unsafe truck load?

On Friday at around 12:15 I followed a truck with a large skip on board, the contents of which were spilling over, falling off the skip and blowing around with large chunks of the debris being left on the roadside verge along the B4437 towards Woodstock. It was obviously very unsafe and I have a note of the Reg. No. of the truck but having looked on the OCC website I can not find anywhere obvious to report this.
Can anyone tell me if this is worthwhile doing or if I should just put it down to experience and forget all about making such a report.
