I was wondering this too - lots of us went to a talk here a few months back by Cotswolds Broadband (based in Chippy), who plan to raise funds to put in the infrastructure that ISPs can then use to sell us access - but Oxfordshire council has granted its contract to BT - www.oxfordshire.gov.uk/cms/public-site/broadband-oxfordshire - which to my mind rather means the local firm won't stand a chance, but maybe I've misunderstood.
