Also re the tourist parking, a lot of the Chinese/east Asian tourists aren't even wanting to be here anyway. They're all looking for Arlington Row, and for some reason their googling is resulting in them ending up in the car park here rather than in Bibury.

Liz I haven't seen the parking in church st, so not sure where it is, but it uphill to the co-op which makes it difficult for anyone with limited mobility but not having a blue badge. I appreciate it's difficult spacewise, but it's the kind of thing that sends people to Witney because it's flatter and easier to access.

It's a bit sad to see swathes of empty spaces along Park Street and other Permit Holders only streets while businesses and visitors to the Coop and Community Centre, many of whom are elderly, or have young children in tow, are struggling to park. Unintended consequences?

The problem is that OCC has an urban mentality - in Oxford city it makes perfect sense that businesses should not have parking permits and should encourage their staff to come in by public transport, but that doesn’t work in Charlbury. So now the spendlove is getting filled up with all day parkers who have no other option.

The bell provides excellent parking facilities, creating more spaces, but the problem has been apparent before the re opening, of both these venues and the other restaurants and facilities that draw people into the town centre. It has always been problematic, and with the popularity of Charlbury, people will come, with all forms of transportation, so the need for parking on the only available spaces is obvious. Well done to the Bell, even though your wonderful looking wall has been despised by a few !

Chris there is no provision for business users. In the Shaw & Co offices 3 staff live in the centre of the town and have permits or off street parking. 2 more from outside have already had a problem including Rosie our bookkeeper, who brings her baby Bea to the office to work at this enlightened employer LOL.  It wasnt really thought about but then I have always said the town does not really want to encourage local services only moan when there are none. Another car park at the bottom of Park Street or on a small part of Wychwood Paddocks is the obvious answer - but then when you can cycle to Witney for services why worry.

Becky - parking is available for up to three hours on Church Street, in addition to the residents' parking. That is intended to provide spaces for those using businesses in the town centre.

Christopher, no, there has been no provision made for people who have to park for work here. Currently, its not been a huge problem for us as the CO-OP carpark is fairly empty prior to 8am when most of our staff start work, but we do have some later starters who have struggled more than normal. I feel guilty that we are using so much of the carpark but dont really see an other options available. I have sent a message to OCC to see if there has been any movement on business permits but I am not holding my breath for a positive reply.

Can those who work in Charlbury park anywhere in central town for 3 hours plus, except the Co-op car park? 

Not sure why Mark mentions the Bell, they have been community spirited and  expanded their car park.

The scheme is working really well. I spotted 21 spaces free in the town centre whereas I needed to wait for a space to become available in the CO-OP carpark. Where are people staying for longer than 3 hours supposed to park?

Was a problem before the Bull and the Bell reopened - just lack of parking for many years , having lived on Market Street and Dyers Hill for over 35 years , an informed opinion with no political agenda.

With poor parking at the top of Church Street, often by customers of the Bull in the evenings but not always, means that the buses cannot get through and get stuck. I and many others have seen it happen on several occasions. The bus driver then honks his horn hoping the owner of the car will hear and move it.

Unfortunately those in the Bull cannot hear the bus honking (but those in the Rose and Crown, outside the back, often see and hear it happening and try to help). This is, I think, the general scenario that Paul is referring to but do correct me if I am wrong.

I can't say for sure but the van in the picture below might be a delivery van of some kind. He/she shouldn't park there but, if they are delivering, won't be there for too long. Visitors to the Bull and their cars are often there for many hours.

There was talk of permanent bollards on the pavement at the top of Church Street to stop people parking there and hence avoid blocking the buses. Does anyone know if that is still happening?

I spoke to the OCC Highways chap, who was inspecting the work done so far this morning, and he said Browns Lane won't have its new residents' permit markings for about another month now, as cars were left there when the painting was supposed to take place last week. 

Meanwhile, The Bull re-opens today so that the honking horns of the stuck buses can start ringing out again in earnest.

As raised on so many occasions, the Train users are the major contributing factor and always have been . It just keep going around in circles, nothing changing , and the suggestion to walk and cycle - makes so little difference over the years this has been suggested. If it was going to work , it would have done so by now ?  The majority of road use is by motor vehicles, so provide what the demand is , not ideals of what we are told and influenced to satisfy the personal agenda  of others ! 

Charlbury needs parking and allow the people who have to commute to have the ability to do so .

Monday - Saturday 8am till 6pm. If I understand it correctly, on Church Street for example, you can park all night until 8am, then stay for a further 3 hours so you need to move by 11am. You can then come back at 3pm, Park your allowed 3 hours until 6pm and then stay all night. It seems there schemes are directly aimed at the train commuters and people who need to park for work.

I have just received an email from Christian Mauz at OCC with the official parking restriction etc. shown. Interesting, Church Street residents have been omitted from the list of addresses being eligible for parking permits (extract below). Does this mean it will need to be re-written?

3. Eligible properties:

Residents are able to apply for annual Residents and Visitors` Parking Permits and a

local identifier of `CH` will be shown on permits and on road signage for bays where

restrictions apply. Properties eligible to apply will be residents of Bayliss Yard,

Browns Lane, Church Lane, Dyers Hill, Fishers Lane, Market Street, Park Street,

Sheep Street, Thames Street, and The Playing Close

Thank you, Simon. It feels like very little will change having spoken to someone recently who told me "it's common knowledge that you can park on double yellows in Charlbury without any issues". We shall see.

George, apparently they have cars with ANPR cameras fitted which detect vehicles which have not got a permit. Obviously this won’t work with areas where you can park for a period of time, so this will rely on traffic wardens. The Town Council meeting we went to said that the extra traffic warden visits would be paid for by funds raised by the parking permits, but the maths does not add up in my head. How many permits are they hoping to sell, and what is the actual cost of a traffic warden attending the town?

I have just sent an email to the Town Clerk requesting that the Agenda for next week's meeting of the Town Council include the issue of the promised monitoring of the  Parked Cars Dispersal Scheme. Extracts from my email are set out below in the hope that more local residents will attend the meeting. Its always good fun.

Dear Lisa

May I request that councillors find time to discuss their proposed modus operandi in relation to the promised monitoring of the impact of the Parked Cars Dispersal Scheme. You will call that residents were assured that matters would be reviewed after six months.

If councillors can find time to discuss this matter it would be appreciated by many residents – especially those residing in roads outside the town centre who, as I am sure councillors will agree, will experience an upturn in the level of parked cars by their homes. Will there be made any attempt to record the pre-implementation level of parked cars in, say for example, Wychwood Paddocks, Ticknell Piece Road and Crawborough (to name but a few) in order to compare and contrast the present with that with the post-dispersal situation.

I can’t seem to find any updated information regarding the new parking system within the town, I was under the impression that Sheet Street outside our salon Clarimore Beautique would be permit parking and limited parking for non-permit holders - One hour only but the officers comments reads a compromise of two hours could be reached! Which we were desperately hoping for our business. Unfortunately at present only permit parking signs have gone up, leaving us very anxious of our future.

Any more information would be greatly received, thank you.
