Fly tipped Christmas Tree

The council will collect Christmas Trees for free, so there’s no need to dump them at the end of Rochester Place. It’s happened 2 years in a row and I’m assuming it’s the same person. Surely dragging it to the end of the road and chucking it in a hedge is more effort than just putting it outside your house on recycling day. You don’t even need a garden waste license for the council to collect trees after Christmas.
