Most horse-chestnut trees in the UK have been suffering like this for several years and as John says, that tree will probably survive even if weakened.

Certainly the trees closer to Sandford Mount  on The Slade have shown this now for many years but they've managed to keep going and still produce many conkers.

I don't think there is any treatment available so its just a case of keep an eye on any potential die-back of branches leading to safety concerns.

See londongardenstrust.org/features/chestnut.htm for details of this and other possible causes.5

Likely to be leaf miner. The tree will be fine. It will just drop it's leaves earlier and might have smaller conkers.

The magnificent horse chestnut tree on the doctor's bank, opposite the co-op, looks unwell. The leaves are not just autumnal but withered. Could it be looked at by a tree doctor ?
