Trying to contact a Richard Lotfey

I'm currently going through the Street Fair raffle winners, and one of the names appears to be Richard Lotfey (although the handwriting transcription isn't all that clear). I do have a mobile phone number on the stub, but it's not a valid one.

Does anybody know somebody of that name (or a close approximation), and if so can you message me with contact details such as a phone number, email or physical address or get him to contact me via csftreasurer@charlburystreetfair.org.

I can then unite him with his prize.
