Traffic Wardens

Nice to see the traffic wardens in town again today, but their visit has raised a couple of questions.

1. Is a traffic warden allowed to park on double yellow lines?  I suspect they are, but seems ironic to park illegally while placing tickets on cars parked illegally.
2. Why did they not place a ticket on a car parked on double yellow lines which was approximately 10 meters away from them?  No disabled badge displayed, so not sure why this car was exempt.  The car was parked for a couple of hours illegally (ie. it was there when they arrived, and was still there when they left).
