I agree that there is a surprisingly long list of announcements which actually never reach enactment even though people suppose that they are law. On the same topic, I think that WODC will be proposing changes to Council tax rules to come in in 2024.

The key word here is "future". The announcement will now likely lead to a rush of new holiday lets being created to beat the implementation of the legislation.

You have just promoted a conservative political initiative.

Housing Secretary Michael Gove is today expected to announce that planning laws will be altered by the end of the year to allow local authorities to ban future holiday and short-term lets if their local area has a shortage of affordable housing to rent or buy, and to require second home owners to secure planning permission to let out their property. Mr Gove is expected to say he is "determined that we ensure that more people have access to local homes at affordable prices, and that we prioritise families desperate to rent or buy a home of their own close to where they work", and that while tourism "brings many benefits to our economy", local people are too often "pushed out of cherished towns, cities and villages by huge numbers of short-term lets". The new proposals come as the Department for Culture Media and Sport also launches a further consultation on a new registration scheme for short-term lets. Lucy Frazer, the Culture Secretary, said: "This new world of ultra-flexible short term gives tourists more choice than ever before, but it should not come at the expense of local people."
