Cutting down the overgrowth on Watery Lane - responsibility

Watery Lane has improved immensely since the person who was diverting a stream down the footpath has been ordered to drain it! But it is very overgrown at the far end down by the weir leading to much painful bending over and doing a commando crouch whilst dodging briars in the face. It needs a good cut back beyond the barn and the canoe club. Who is responsible for dealing with this sort of thing or nudging the right people to clear the way? My multiply injured back can't take much more of this...
